India India is governed through a system of federal democracy, and with only China boasting a larger national population, this means that India is the most populous democracy on earth. Unsurprisingly, running the government is no cheap exercise, and the total government expenditure consumed in 2005 of over $91.3 billion, making it the 12th most expensive government in the world. Despite having had several prominent female politicians in its history, the share of parliamentary seats held by women has never been above 9%.
United States The US government still has some distance to go in terms of parliamentary equality. With 2006 figures showing just 15.2% of national parliamentary seats occupied by women, the US trails leaders Rwanda (48.8%) and Sweden (47.3%) - that is a significant improvement from the 1990 figure (7%).
